Who was driving is irrelevant. All legal responsibility for PCNs lies with the owner as recorded on the V5C Registration Certificate for the vehicle

Anyway, for the bailiffs, the only avenue open to you to get the matter reverted to the PCN stage is to submit an Out-of-Time Statutory Declaration, using Forms PE2 and PE3, which can be downloaded from the Traffic Enforcement Centre website. Advice is to pay the bailiffs to freeze liability, as acceptance of an OOT SD means bailiff fees become refundable, (but not the PCN penalty).
For the double-yellow line contravention, you say you have had representations against the Notice to Owner rejected. Please post up what you have received. If they have re-offered the discount, this may be your best option. If they haven't then you can appeal to the adjudicators at London Tribunals, the penalty remains the same.
And finally, there is no possibility whatsoever of getting a CCJ, the legal process has been created to avoid this possibility. Hopefully I can put your mind at rest on that one at least.
