Sorry guys but my dad at fault on this one but he's insisting it wasn't his fault as the traffic wasn't moving as a car broke down. I went the other side of the island to turn into the right turn. Not sure if there's any grounds to cancel, thoughts?

Only chance here is no sign on your side or something wrong with PCN or website.
A very daft manoeuvre - especially with someone crossing while on her phone... Police would prosecute this.

Is it worth pursuing? Perhaps he should pay and learn from this...

Someone may look at the PCN and see if there is a wording issue.
We try not to judge here but this is dangerous driving and would attract a fine and penalty points from the police and your father would be well advised to obey the law. If that woman had run into the road looking the right way it could have been serious.

OP, the addressee (registered keeper) is a company.
Only someone authorised by the company, whether in writing or ex officio, may respond to this.
So where do you and your father come into this?
