I’ve received another NCP Parking Charge Notice for the Epsom High Street car park.

The details are:
- Date of incident: 25/07/2026
- Date of sending: 06/08/2026
- Entry: 09:18:31
- Exit: 09:57:50
- Reason: Parked without payment of the parking charge
Can I appeal on the following points?
1. Notice to Keeper delivered outside the 14-day POFA periodThe incident was on 25/07/2026, so I believe the 14-day period ended on 08/08/2026.
The notice says it was sent on 06/08/2026. As a postal notice is presumed to be delivered on the second working day after posting, would the presumed delivery date be Monday 10/08/2026?
If so, would this mean NCP cannot rely on POFA Schedule 4 to transfer liability to the registered keeper?
2. Failure to adequately specify the relevant landThe notice only gives the location as “Epsom High Street”.
Is this sufficient for the requirement under POFA to specify the relevant land, or could this be challenged as being too vague?
3. Period of parkingThe notice describes the ANPR entry and exit times as the “period of parking”.
My understanding is that ANPR only records when a vehicle enters and leaves the site and does not establish the actual period during which the vehicle was parked. Is this a valid POFA point as well?
Would these be the correct points to use for the initial appeal, or should I keep it simpler and rely mainly on the 14-day POFA issue?
