Azure Parking - Surbiton, please help

Hello,
PCN received from Azure Parking for alleged offense on July 24th for 12 minutes from 16:08 to 16:20).
Parking was on the premises of a Shell garage. The first sign you see as you turn in to the petrol station is for Euro Car Parks, with large signage saying 20 minutes free parking.
I left my car to pop in for shopping and thought nothing of it.
It was only after receiving the PCN that the driver went back to the premise and noticed only the first 3 bays are for Euro car parks, and the next 3 are for Azure (who have no time allowance).
We have never seen this set up before, two separate private parking companies operating adjacent bays. So this was an oversight.
Is there any grounds for appeal please? How can I identify any non compliance with POFA (I couldn't see any at a cursory glance)

Only a small point, The terms in the red text are really too small to make obvious.

Azure Parking and ECP! What goes on here?

The PCN does not comply with POFA no creditor is named. The signs are confusing and Azure should also place signs at the entrance. Appeal as driver only.

My apologies should be as above DO NOT appeal as driver only as RK well spotted.

Thank you, however they are trying to get me to admit who the driver is. I received this email from them on September 8th:

"Good afternoon
 
Our reference:159936244
 
As you have marked you were not the driver, please provide their full name and serviceable address within seven (7) days of the date of this email. Alternatively, please request the driver appeals directly to appeals@paymyparkingcharge.com. Within this email they will need to confirm their full name, serviceable address and confirmation that they were the driver on the day.

This account will be placed on a seven (7) day hold to allow the driver time to contact our company or for the requested details to be provided."

Do I just ignore this?

This is not an unusual situation trying to get you to name the driver. You can reply to them informing them that you are under no legal obligation to provide them with these details and no inference can be drawn. They must deal with your appeal on that basis.
