A motorist who lost an appeal over a yellow box fine vowed to track down the adjudicator who heard his case and blow up his offices, a court has heard.

James Brooke, 43, sent a menacing email laden with expletives to Carl Teper after the adjudicator ruled that he was correctly given a penalty charge notice (PCN) when his vehicle was filmed coming to a halt in a north-east London junction.

Alexander Campbell, the chairman of a panel of three magistrates, gave Brooke an 18-month conditional discharge...
