Further explanation :
Hello there, I wish to make representations relating to PCN JK19598383, issued on 23rd June 2026 at 09.40
I was visiting name redacted at house number redacted Amelia St., SE17 3AS on the day, he told me he had activated a parking session
for my vehicle as he had also done on the previous day (22nd June). However on this day he entered the wrong
VRN, LG69BXA instead of LG69BXF.
As a session had been paid for, albeit for the wrong vehicle, the Council was not out-of-pocket financially on this
occasion. I was of the belief that a valid session was active regarding my vehicle, especially as a valid session
was activated by name redacted the previous day, I would have thought previous VRNs would show up on the software,
ready to be clicked on.
I feel I am being penalised, through no fault of my own, for an honest mistake by another, and for an amount
which is disproportionate to the situation considering that the council were already paid for parking.
I ask you to please look into cancelling the PCN this time.

Hello all, first time on this site, but a frequent flier on pepipoo.

So they think that the person I visited activated a pay by phone parking session, but it was a visitor's permit.
Reading my reps I can see how they may have thought this, but why they didn't check whether a permit was in place for the wrong VRN on the day, and my VRN on the day before, is beyond me.

Wondering whether to try and inform them of this by emailing the parking team, as I cannot challenge again online

Their rejection is incoherent and IMO a procedural impropriety. Whether they're required to send a written response(which they're not) is not the point, it's that it's evidenced incoherent and ultimately incorrect reasoning contrary to their public law duty.

AND they've stated 'we are unable'. B******s. They're able(in the legal sense of may) they're just incapable.

Here are screenshots sent to me from the person I was visiting showing the day before with the correct vrn, and the relevant day with the wrong vrn;

So both all day visitor permits.
Restriction is permit holders only. CEOs usually take pics of the restriction signs, but there are only 2 pics of the van on the council's site.

Ground: The contravention did not occur
Reason (on their site, options must be ticked): The restriction that I am supposed to have ignored was not signed

Dear Southwark Council, this is a representation against the Council's pursuance of PCN JK19598383.
The code description on the PCN is code 12- "Parked in a residents' or shared use parking space or zone without a valid virtual permit or clearly displaying a valid physical permit or voucher or pay and display ticket issued for that place where required, or without payment of the parking charge."
Despite there being 6 "or"s in this description, making it difficult to decide which particular item I am supposed to have contravened, it is  clear that the location of the contravention must be in a residents' or shared use parking place or zone.
Unfortunately the CEO failed to provide an image of the sign relevant to the parking bay, it isn't on your site in relation to this PCN. But it is clear from your response to my informal challenge that you agree with me that the bay is "Permit holders only". This is neither a residents' or shared use parking place, nor is it a zone. Therefore the Code and it's description does not apply in this case, so no contravention occurred.
The correct code should have been 16-"Parked in a permit space or zone without a valid virtual permit or clearly displaying a valid physical permit where required"
I look forward to you cancelling this PCN as soon as possible.
