Was parked on the right just here behind where that white Audi is.

Turns out it is a Controlled Parking Zone - start of zone is on Croft road:

We were at the retirement homes on the left behind where we parked, clearing a late friend's flat - we've been there many times, but always managed to get parked inside, but no room on this occasion (and we were there all day...!).

There is slight confusion in the signage, as a bit further down the street there is a single resident's permit area sign:

Plan to send an appeal for discretion on not being local(*) and clearing of a deceased estate, but expect a no!  However, if anyone can see any problems in the PCN, would be pleased to hear them.

* we actually live in Scotland, so wondering if there might be potential that the recovery process for English PCNs doesn't work across the border?

Not a controlled zone but a permit parking area. You note the entry sign but the other smaller sign is a repeater which is good practice where a PPA involves several roads as here.

PPAs can have bays for say paying to park but there are none here so the only way you could have parked is with a visitor voucher.

I'd say you have good mitigation especially if loading but observation time was 10 mins.

I can't see a loading exemption flying when you say you were parked there all day.

As regards just escaping home to Bonnie Scotland and escaping enforcement, I'm not sure what the law permits. I had a look on the internet, and it is quite clear that an English CCJ can be enforced, but in the PCN enforcement process, there is no possiblilty of a CCJ, because debts are registered at the Traffic Enforcement Centre (a special form of county court, which has no courtrooms or judges), not a County Court. I suppose you could try it and see what happens !

I've submitted an appeal based on discretion, but also noted that I live in Scotland (but not in a 'ya-boo-sucks, you can't chase me for it' way!).  I expect they will reject (let's face it, honest mistake or not, it was a blatant contravention!), and then I will pay at the discount.  Although I can't find it explicitly there is enough suggestion that TEC wouldn't be able to enforce in Scotland without a separate Sherriff Court case, but as I am not the RK, and there is plenty other going on, I don't think I will be allowed to find out, if you get my drift  ;D

It appears as though you have parked on this line, but it looks as though it's been removed when the permit parking was implemented, however some portions are still visible.

I wonder if the Traffic Order has been amended to reflect this?

EDIT: Just looked at the TRO and it still shows a single yellow on that side of the road, so maybe it could be argued that the contravention is incorrect and should be 01?

If a single yellow is extant it must have a timeplate and indeed a contravention would be 01 but only during controlled hours. Which is why it probably shouldn't be there and maybe is an old order as it would be ambiguous out of hours.

The yellow line is still there right outside the flats, time plate is slightly different to the PPA timings. But the lines definitely stop before where I was parked (albeit you are right that they appear to still be there faintly).

Anyway, as said I shall pay at the discount if they reject the clemency appeal; I doubt there is a strong case - unless they mess up the NOR.

No it's not. If it's anything, it's a Permit Parking Area.

You've made reps 'but as I am not the RK'....

So, what's for us to do as regards you?

If your reps are accepted, then that's it.

If not, then the RK is liable, you're out of the enforcement equation and therefore where you live isn't relevant.

Well nothing at the moment, was originally wondering if there were any technical defects in PCN

RK is Mrs W, so also lives in Scotland 8) ; but as above, I don't think she's up for waiting it out to see if collection agents turn up....!

Do you see a yellow line o/s 24, a waiting restriction traffic sign o/s 16/18 and the line running continuously from one to the other?
