PCN - Tower Hamlets - Parked in a resident parking place without a valid permit.

Hi all
Last Friday (24/07) I recieved a PCN from Tower Hamlets for parking without a valid permit.
The issue is, I'm sure I put a valid visitor permit on the car - however it seems there's no method to double check whether I did apply a valid visitor permit to the car or not.
Does anyone have any advice on how to appeal this?

I presume you mean you took out a virtual visitor's permit? Is it not your car?

The PCN contravention is wrong as the 'and' should be an 'or'.

That's correct - I use the virtual vouchers to park the car there.
RE wording being wrong - would I gave any grounds to stand on with this?

Only the resident can buy visitor vouchers so what's going on.

I live there when I'm not at university - my dad gave me the logins to the online visitor vouchers and I buy them online through there

Well log on and check the purchase history - if it's anything like Hackney's it will show vouchers bought and used and when.

I had some trouble recently buying one in Hackney but their systems are fragile and I got it to work eventually.

I suspect it failed and you didn't notice.

It’s a bit of a pain as there’s no way to view the history on Tower Hamlets website - I can’t see why it wouldn’t have gone through as it’s a free permit so there’s no payment required

And the last time I looked, the only acceptable contravention grounds for code 12 were:

Parked in a residents’ or shared use parking place or zone without a valid virtual permit or clearly displaying a valid physical permit or voucher or pay and display ticket issued for that place where required, or without payment of the parking charge

It does not lie with an authority to carry out bespoke amendments based upon the actual sub-set contravention within the 12 smorgasbord. 'Resident permit holder' is a permitted variation pf 'permit holder' and they could have used code 16, but they didn't and opted for 12 in which case IMO the complete description must be given.

Doesn't the system have a number of pre-purchased vouchers or can you just buy one ad hoc.

You can try replicating what you did but I presume you have since used/bought vouchers successfully.

I don't think the code 12/16 will fly.

But as I noted the contravention is:

If they don't supply physical permits you can't meet the requirement. Is my view.

You can activate up to 30 at once and buy up to 240 a year - so it's not a set number of pre-purchased vouchers per se - once you've bought the amount you've then got to activate them for the specific days

Isn't there an account that says how many vouchers you have bought? And which then decreases by one when you activate one?
