Westminster, Code 12r, parked in residents' or shared parking place, Curzon street [E1]

Hello experts,

I mistakenly parked in a designated residents' or shared use parking space assuming it was free after 6:30pm. I assumed all E zone spaces were free to park in.

I was parked outside 18 Curzon street at this location where the van is:

Why did youi assume you could park after 6.30pm. when the sign right by your van has no times on it ? No days or times on a sign mean it applies 24x7.

I looked up the E zone timings prior to parking and assumed all spaces would have the same free parking after 6:30pm.

As I was in a hurry to reach a class, I didn't look at the sign.

So is there no possibility of appealing this?

Risk-free period for making reps i.e. the reduced penalty would be held, ends on 28th.

I would just submit reps:
Terribly sorry, looked at the CPZ timings online and saw that they ended at **, therefore I thought I could park anywhere within the zone after this time.
I was wrong.
I now know that CPZ timings apply to single yellow lines and not parking places which, as in this case, do not align with waiting restrictions.

Nothing else springs to mind.

So I submitted an appeal as you suggested tincombe on the 27/06/2026. The automatic e-mail reply stated that 'We endeavour to respond to all correspondence within 10 working days, this will be received either by e-mail or Royal Mail.'

I heard nothing back until a few days ago with a letter stating that the full amount (£160) is due?

The letter is dated 18/08/2026.

It's a notice to owner presumably.

If you look on the back of your paper PCN somewhere, there will be a statement that challenges to the PCN will be accepted and considered, but if a NtO is served, the owner must respond to the NtO even though representations have already been submitted (or words to that effect)
