PCN zero value

Hi, i received a PCN from Cambrdige Council on 09/03/2025 however it is zero ovalue.

When logging in their website it shows a balance of £0 and there is not an option to pay.

When calling their automated line the electronic telephonic responses state "our records show ticket numbet XXX is already paid".

I'm slightly at a loss to what do in this situation as im assuming the ticketing agent simply made a mistake.

Agreed - we have no idea what's happened here, you can see the PCN but we can't!

Also, take a screenshot of the website showing £0 to pay, it costs nothing and might just be a 'get out of jail free' card later.

It is probably a warning pcn but let's see it
I am currently too busy working to take on any except the most unreasonable PCNs.

I help you pro bono (for free). I now ask that a £40 donation is made to the North London Hospice before I take over your case. I have an 85% success rate across 2,000 PCNs but some PCNs can't be beaten and I will tell you if your case looks hopeless before asking you to donate.

Yes i was parked on a cycle lane for about 3 hours. I was running the Cambridge half marathon;- i had paid for parking via JustPark however the road leading into the space were blocked off. After 20 minutes of searching, I was running late for the start of the race and decided to park anywhere i could which happened to be on a cycle lane.

Was fully expecting a financial penalty and happy to pay it but didnt realise there was something called a "warning PCN".

thank you

The contravention is for parking on a yellow line.

These Warning notices have been around for a long time (2016) with Code 01W.
I found this with Google
https://tro.trafficpenaltytribunal.gov.uk/Core%2520Documents/Cambridgeshire/Notice-Of-Rejection.pdf

which comes from here
Traffic Regulation Orders · tro.trafficpenaltytribunal.gov.uk

(Documents No.6)
and is identical for YA and YB PCNs.

(Cambridgeshire C.C. Parking is divided between Cambridge City and the county outsiude the City, where criminal enforcement is still partly in force - see
    )

Guidance on issue of warning notices is here on page 18
https://www.cambridgeshire.gov.uk/asset-library/imported-assets/Civil-Parking-Enforcement-Policy-Operational-guidance.pdf

So it would appear that the OP is very fortunate and the matter is closed. If @MOEASIF is still concerned they could contact CCC parking directly, but it does appear the council will not discuss PCNs over the telephone.

If it were me, I'd simply keep the PCN safe just in case I heard further.
