Author Topic: Ealing Council sent Charge Certificate without sending a Notice to Owner  (Read 30 times)

So I got a yellow parking ticket on my driveway as my van was sticking out given I was unloading/loading really heavy items.

This was 14/05/2026
I submitted an appeal on 28/05/2026 to which I had an acknowledgement email to go with it.

Then on 13/08/20261 received a letter in the post (Charge Certificate) stating that a Notice To Owner was sent on 06/07/2026 (I did not receive any such letter or emaill.

I received no response to my appeal and have been unable to get through to a human over the phone and haven't received any email responses either.
I have seen some people say to let the time run out and there will be an opportunity to have it adjudicated but i am not sure.

Yes, if you wait till they register the debt and issue an Order For Recovery, you can get it reset to PCN stage. The process depends on what legislation the PCN was issued under - please post it up

Parking PCNs at the roadside are served under the Traffic Management Act 2004, so require a Witness Statement at the Order for Recovery stage.

The form is PE3 and can be downloaded from the TEC website: -
