My view is that the council can show the raised table was installed for two purposes, (1) traffic calming <lower speed>, and (2) for pedestrians to cross. I don't think you'd succeed at London Tribunals, but that's my view. Certainly the odds don't look good to me if you to decide to go to adjudication.
