I will be challenging this NTO on the basis that the timeplate reads "9 am - 6.30 pm". As I was found parked at 8:40am, I was issued a PCN 20 minutes before the restrictions came into place.

In addition, is it worth mentioning that I didn't actually find the PCN on my windscreen? The first I found out about the issuance was when I received my NTO.

I thought I would come along here for any last-minute advice as I'm drafting my challenge to submit tonight. I would be grateful for any help and insight.

Are you sure that's not 8am - looking back in time it's hard to tell.

GSV for 2018 shows, (I think) 8 am, but I agree it could be taken as a 9. and if one goes back to 2015, it is definitely a 9

There are some weird goods vehicles CPZ things that come up around there.

Ah yes, I was mistakenly starting the 28-day countdown from the date of the letter!
