Contravention did not occur
As the authority will know, the contravention requires my car to be straddling bay markings, whether end-of-bay or optional transverse markings. The CEO has taken photos and I would draw your attention to the one which captures the end-of-bay markings, the whole length of the nearside of my car and the carriageway underneath. The end-of-bay markings are clear and there is nothing which even resembles the clarity of this marking under my car. I suppose it's possible that the CEO simply pressed the wrong button on their computer, I don't know.
But what is clear is that the council's evidence does not support the given contravention and therefore the PCN must be cancelled.
I suggest something along the lines of the above because IMO you should reference the clarity of the end-of-bay markings as IMO these set the standard for any transverse markings. Compare, contrast, conclude.
